ENCINITAS, CA — Encinitas has a new parks, recreation, and cultural arts director.

Dave Knopp, who was appointed to the position April 29, brings more than 34 years of experience in public service administration, along with a deep-rooted commitment to parks and recreation, according to the city.

The city's Parks, Recreation and Cultural Arts Department is responsible for an array of services, including managing the Encinitas Community and Senior Center, organizing citywide special events, and maintaining parks and recreational trails. The department has a team of 22 full-time staff, 40 part-time, seasonal staff, and other contracted personnel.

"Dave brings a wealth of expertise in parks, recreation, and administration, coupled with a proven track record of fostering a strong sense of community," City Manager Pam Antil said in a statement. "I am confident Dave's leadership and expertise will serve the Encinitas community well."

Knopp served as the chief of north operations for San Diego County's Department of Parks and Recreation for the past nine years.

As chief of north operations, he managed more than 30,000 acres of open space and trails to protect endangered habitat and connect the public to the natural environment through recreation and educational opportunities. He led a management team that supervised over 100 recreation staff, park rangers, and park maintenance workers operating community centers, open space preserves, campgrounds, and regional parks.

His previous leadership roles include community services manager for the city of Coronado and recreation services supervisor for the city of El Cajon. He started his career in local government as a recreation coordinator for the city of Poway.

"I am deeply honored to contribute to Encinitas' continued success by providing top-notch facilities, recreational opportunities, and enriching cultural art experiences," Knopp said. "Together, we will further enhance the health and vitality of our community."

Knopp earned bachelor's degree in recreation in business systems from San Diego State University and a master's degree in recreation and tourism management from California State University, East Bay. He is a certified park and recreation professional through the National Recreation and Parks Association, certified golf manager from the United States Golf Teachers Federation, and an active member of organizations such as the National Recreation and Park Association and the California Parks Recreation Society.
