Heard on the police scanner at 11:06 a.m. Wednesday:
On the 5 freeway northbound ramp at Encinitas Blvd, a semi truck has jack-knifed on the ramp and diesel fuel is leaking.
The truck is blocking the ramp and the freeway. A hazmat team has been called out.
