The La Paz Road Mobility Enhancements and Permanent Repair Project is focused on improving safety, mobility, and long-term roadway stability along La Paz Road, from Aliso Creek Road to Crown Valley Parkway. La Paz Road is a scenic roadway that serves as a key corridor for residents, visitors, and commuters; however, over time it has experienced significant challenges due to a longstanding landslide and roadway erosion.

In response to earth movement caused by the landslide affecting the roadway, the City implemented an interim traffic configuration, allowing one lane of traffic in each direction (more information is provided below). While this temporary solution restored two-way traffic on La Paz Road, the City has remained committed to developing a permanent solution.

  • Enhance corridor-wide pedestrian and bicycle lanes and connectivity.
  • Improve vehicular circulation and safety through traffic calming measures.
  • Boost environmental sustainability and resilience through drought tolerant design.

In early 2024, the City secured over $15.5 million in grant funding to stabilize the land under La Paz Road, between Rancho Niguel and Kings Road, and for the permanent street repairs. The California Transportation Commission voted unanimously to approve the City of Laguna Niguel’s La Paz Road Project as part of the Local Transportation Climate Adaptation Program (LTCAP) funding. The City’s required funding match is 20% of the total project costs, which is approximately $3.8 million. The City's budget includes for the matching funds in the coming fiscal years. In addition, the City has applied for other grants to fund the City’s match requirements. Receiving this grant takes several years off the timeline originally anticipated to complete the permanent repairs and mobility enhancements on La Paz Road. However, the City needed to move forward with implementing the Long-Term Phase II Plan as it will still take several years to complete the mobility enhancements and permanent repairs.

Climate resilient solutions, including pavement rehabilitation, will be implemented to reduce emissions, improve the longevity of La Paz Road and protect the surrounding environment.

The addition of a Class I Multi-Use Trail or Class IV Bike Lanes will increase accessibility on La Paz Road for both bicyclists and pedestrians.

  • A permanent relocation of the roadway away from the landslide area will enhance safety for vehicles.
  • The Class I Multi-Use Trail or Class IV Bike Lanes will improve safety for those walking and riding along La Paz Road

The preliminary concepts for the La Paz Road Mobility Enhancements and Permanent Repair Project improve traffic flow and as a result, reduce greenhouse gas emissions.

The interim solution, called the 'Long-Term Phase II Plan,' reopened southbound traffic, between Rancho Niguel Road and Kings Road and will be in place for 3-5 years. The Construction Phase for the La Paz Road Long-Term Phase II Project was completed in August 2024, ahead of schedule! The northbound lanes on La Paz were reconfigured to support traffic in both directions, minimizing disruptions while ensuring public safety.
