Weigh In On The Collier Commercial In Lake Elsinore At This Hearing

LAKE ELSINORE, CA — Lake Elsinore residents will have a chance next month to weigh in on a proposal to build new office, warehouse and outdoor storage space along Collier Avenue and West Minthorn Street.
Residents will also be asked to give their opinion on changing the property’s land-use designation to limited industrial, the city said.
The Planning Commission is set to hold a public hearing on the Collier Commercial Properties Project at 6 p.m. on Dec. 16 at the Lake Elsinore Cultural Center, 183 N. Main Street.

The hearing presents an opportunity for residents to ask questions or raise concerns about traffic, noise, land use, environmental impacts or neighborhood compatibility.
The commission will consider the project itself as well as a Draft Initial Study/Mitigated Negative Declaration, the environmental document prepared under the California Environmental Quality Act.

The 2.64-acre site is bound by Collier Avenue to the north and West Minthorn Street to the south. Plans call for a 3,000-square-foot office building and an 8,975-square-foot warehouse, plus an outdoor storage yard and surface parking. Together, the two buildings would total 11,975 square feet.
The project also requires a General Plan Amendment and Zone Change to shift the site from general commercial to limited industrial uses, along with approvals for outdoor storage and design review.
Environmental Analysis
A draft of the project was first released for public review on Oct. 9, 2025. During that comment period, a member of the public pointed out that the Assessor’s Parcel Numbers (APNs) listed in the document were incorrect.
According to the city, the environmental analysis covered the correct project location, but the APN information has since been corrected. Because of that change, the Draft IS/MND has been recirculated for another 30-day review period.
The current public review period runs from Oct. 31 to Dec. 1, 2025. All comments submitted during the initial October review will still be addressed in the Final IS/MND and do not need to be resubmitted.
Anyone who wants to legally challenge the city’s eventual decision on the project is generally required to raise their concerns during the environmental review period or at the public hearing — either in person or in writing, according to the notice.
