PBID Fate Could Be Decided Tuesday: The Village on Council Agenda

Below is a summary of what is due to occur at this week's City Council meeting.

The City of La Mesa's role as a property owner in the proposed PBID for the Downtown Village will be discussed Tuesday night at the city council meeting, which begins at 6 p.m.

A contentious issue in the city, this meeting is a continuation of an agenda item from the , when it was decided by a 3-1 vote to table the issue and extend the petition phase of the project, allowing proponents of the plan to gather the requisite support for its approval.

At that meeting, the council was split on whether to move the PBID from the petition stage to the ballot stage. Mayor Art Madrid and councilmember Ruth Sterling voted yes. Councilmember Dave Allan and Vice Mayor Ernie Ewin voted no. Councilmember Mark Arapostathis recused himself from the vote, citing a possible conflict of interest, as his employer () is a property owner.

As currently proposed, the City's total assessment for its part in the PBID is a little more than $60,000. The total budget for the proposed PBID sits at $378,100 (see full breakdown on attached agenda, p. 119).

Many people, both opponents and proponents of the PBID, are expected to speak during the public comments portion of the meeting.

Other items on the agenda:

– In a response to "true up" payments, staff recommends that the council 1) adopt a resolution approving the appropriation of General Fund reserves in an amount not to exeed $1,069,894 pending the outcome of the city's appeal – to of the original total – to the State Department of Finance, and 2) adopt a resolution approving the appropriation of the combines Successor Agency/Housing Successor Agency Reserves in the amount of $886,512.

– A presentation from General Manager Carlos Lugo of the will be made to the council discussing the district's for FY2012-13.

– Consideration for the council adopting the City of La Mesa's Emergency Operations Plan, as presented by Fire Chief Mike Scott.
