The National Special Districts Coalition is offering a $2,000 college scholarship for the best short video β up to 60 seconds β highlighting the ways special districts βMake the Differenceβ in a community. The deadline to submit a video is March 31, 2022.
Helix Water District Board President Kathleen Coates Hedberg and the San Diego Chapter of the California Special Districts Association launched this video contest here in San Diego. It grew into a statewide contest, and now the National Special Districts Coalition is rolling it out across the U.S.

There are more than 30,000 special districts in the U.S. providing essential public services that a community needs, from drinking water to firefighting to parks and recreation. Helix Water District is a special district.

Districts Make the Difference will score videos based on accuracy and effectiveness, creativity and originality, production quality and entertainment value. They will choose the top 10 finalists, then the public will vote for their top videos May 10-17.
Prizes
Districts Make the Difference will announce the contest winners at the end of May and award:
- $2,000 scholarship to the first-place winner
- $1,000 scholarship to the second-place winner
- $500 scholarship to the third-place winner
- $500 to each winnerβs chosen teacher
