California Parents Accused Of Torturing Their 13 Children

The children were discovered after their sibling escaped from the home and called 911. Authorities said there were 13 victims.

RIVERSIDE COUNTY, CA -- Twelve victims, including a child as young as 2, were found bound with chains and padlocks in Riverside County on Sunday morning. The victims were found after one of their siblings, a 17-year-old, escaped from the house in Perris and called 911, Riverside County Sheriff's Department said.

Deputies responded to the home in the 100 Block of Muir Woods Road where they found several malnourished and dirty children shackled to their beds with chains and padlocks in dark and foul-smelling surroundings, officials said.

The parents, 57-year old David Allen Turpin and 49-year old Louise Anna Turpin, were unable to immediately provide a logical reason why their children were restrained in that manner, officials said.

All 13 victims, ranging from the age of 2 to 29, were transported to the Perris Station where they were interviewed and fed, while both parents were detained and transported to the station for further investigation, officials said.

Six children were eventually transported to the Riverside University Hospital System for medical examinations and admitted for treatment. The seven adult children were transported to Corona Regional Medical Center for an examination and admitted for medical treatment, officials said.

Both parents were booked for violations of torture and child endangerment. Bail was set at $9 million each. They are scheduled to appear in court on Thursday.
