Wait List For Affordable Housing Opens Dec. 19

The Housing Authority of the County of Alameda are taking applications for Public Housing and Project-Based units throughout the county. The wait list is not open to the Section 8 program.

HACA will be accepting applications from families eligible to occupy three-bedroom and four-bedroom Public Housing and Project-Based units only located in the cities of Castro Valley, Dublin, Emeryville, Fremont, Hayward and Union City (visit our website at www.haca.net for more information about these programs and to view pictures of some of the properties). 

All eligible applications will be placed on the waiting list. The date and time of your application will not affect your placement on the wait list. Applications will be selected by lottery as units become available.

This wait list opening is not for the Section 8 Housing Choice Voucher program or for one-bedroom, two-bedroom or larger than four-bedroom applicants.  Sometime in 2012, HACA anticipates opening the wait list for all programs and all household sizes.

 Members of the household pay approximately 30 percent of their adjusted monthly income for their share of the rent for both programs.

Low-income families, including elderly and disabled families, that are eligible to live in a three- or four-bedroom unit are eligible to apply. 

All applicants must be 18 years of age or older, or be an emancipated youth, at the time of application. At least one household member must be a U.S. citizen, eligible immigrant or Violence Against Women Act (VAWA) petitioner.

Bedroom Size Qualifications:  HACA provides one bedroom for the head of household and their spouse/significant other, if applicable, and then one bedroom for each two additional persons regardless of gender, age or relationship.  Disabled household members in need of their own bedroom due to their disability, if determined eligible, may have their own bedroom.  Here are some examples (not all inclusive) of households eligible to apply for this wait list opening:

  • Three disabled persons, each in need of their own bedroom
  • Four disabled persons, each in need of their own bedroom
  • Applicant without a spouse/significant other and three to six other people (children or adults)
  • Applicant and their spouse/significant other and three to six other people (children or adults)

Income Requirements:  Total household income (including wages, Social Security benefits, pensions, child support, unemployment benefits, CalWin (TANF), General Assistance, etc.) must not exceed the following:

Income limits are based on 50 percent of Area Median Income in Alameda County for Project-Based and 80 percent of Area Median Income in Alameda County for Public Housing.

How to Apply:  Applications will be accepted on-line ONLY and may be submitted anytime day or night during the time period from any computer with internet access.  No paper applications will be accepted. 

  1. Complete the application on-line at www.haca.net by clicking on “2011 PH and PB Wait List.”
  2. Submit a completed application between 9:00 a.m. on December 19, 2011 9:00 a.m. and 4:00 p.m. on December 22, 2011.  Applications submitted after this period will be rejected &not accepted to the wait list.
  3. Recorded information is available by calling (510) 538-8876.  Select extension 2 for English, extension 8915 for Spanish, 8920 for Farsi, or extension 8925 for Vietnamese.
  4. If you provide an email address in your application, you will receive an email confirmation once you have submitted your application.   If you do not provide an email address in your application, you will receive a green post card from HACA by February 29, 2012 confirming your application was received.  This confirmation proves you are on the waiting list.  You will not receive further contact from HACA until HACA is ready to offer you assistance.
