Franco has served in leadership positions for many local groups including the Newport-Mesa Unified School District Board of Trustees, the California School Boards Association, the California PTA, and Republican Women Federated. In 2003 she was awarded the prestigious Orange County Board of Education’s Marian Bergeson Award.
“It is also fitting that Judy would be selected during Woman’s History Month because this year’s theme is ‘Woman’s Education – Woman’s Empowerment," Harman said. "Many of Judy’s contributions are to our schools and our school children.”
