- Soaring home prices and higher interest rates have put the brakes on home buying in Los Angeles and Orange Counties. But where has home buying slowed down the most? In Los Angeles, home buying dropped an average of 2 percent in a month, and in Orange County, home buying cooled by an average of 4 percent. - What is Measure Z? Yorba Linda voters will have to vote on Measure Z Nov. 8 to decide if the city will "allow rezoning of 19 sites" to meet California housing requirements. Leaders say that Measure Z will allow them to build more housing to meet state requirements, but opponents say that proposed high-density housing "would change the city’s character for the worse."
