Man Banned From Rolling Hills

A man who pleaded no contest to grand theft in Rolling Hills and to identity theft and possession of narcotics in Redondo Beach received a suspended sentence of 5 years in prison, in addition to five years of formal probation with search and seizure conditions, on Wednesday.

Carl "Mike" Hovland, who grew up in Rolling Hills, is also banned from entering the gated city for the next five years, according to the news release from the city of Rolling Hills.

Hovland, 31, was originally arrested by Los Angeles County Sheriff's Department deputies in mid-November on suspicion of committing identity theft. According to authorities, he stole mail from Rolling Hills residents and used it to commit identity theft.

After posting bail following his arrest, he was taken into custody on Dec. 21 by the Torrance Police Department on suspicion of shoplifting. He was released on his own recognizance.

On Jan. 7, Hovland was again arrested, this time by Redondo Beach police in connection with identify theft and narcotics possession. His girlfriend, Taylor Marciano, was also arrested.

On Feb. 21, Hovland pleaded no contest to all charges stemming from incidents in Rolling Hills and Redondo Beach.

Per a plea agreement, Hovland received a 5-year suspended prison sentence; 5 years probation; a 5-year keep away order from Rolling Hills; and a 365-day sentence, beginning Wednesday, in a locked-down drug rehabilitation facility in lieu of county jail.

Because Hovland has already served 100 days in rehabilitation, the city expects him to spend 265 more days at the facility.

In addition, the court six issued protective orders forbidding Hovland from coming within 500 yards of several Rolling Hills residents.

"Each of these restraining orders contains a provision prohibiting Hovland from entering the gated community of Rolling Hills," according to the city. "Hovland's violation of this provision constitutes a separate violation of law, as well as a violation of his probation."
