RHE to Consider Privatization of Peter Weber Stables

The Rolling Hills Estates City Council tonight will weigh a contract that would privatize the stables.

A five-year contract that would turn over money-losing city stables to local couple Gil and Doreen Houle will be up for consideration during tonight's Rolling Hills Estates City Council meeting.

The possible privatization of stables will also lead to a vote by the council on whether to eliminate six positions, which, according to a city memorandum, will no longer be necessary once the transition from the city operation to the concessionaire is expected to take place on Dec. 1.

“One of the driving forces behind the city’s inability to operate this facility at a profit or to at least break even is the question of the staffing costs, which includes salaries and benefits,” City Manager Doug Prichard said .

The city's contract with the Houles requires that they offer existing trainers' services until February 2013.  It also requires the concessionaire maintain existing programs, like Pony Camp.

The concessionaire must consider applications for employment submitted by any current Peter Weber Equestrian Center employee, according to the terms of the draft contract.

The Houles have stable management experience and are involved in the local equestrian community. Gil Houle is also a member of the Rolling Hills Estates Equestrian Committee.

Tonight's meeting is scheduled for 7:30 p.m. in , 4045 Palos Verdes Drive North.
