FOR IMMEDIATE RELEASE/BROADCAST
DATE: THURSDAY, SEPTEMBER 5, 2013
OCCURRED DATE AND TIME: WEDNESDAY, SEPTEMBER 4, 2013, BETWEEN 7 AM AND 1:30 PM
INCIDENT: MULTI-AGENCY OPERATIONS FUNDED BY BOARD OF STATE AND COMMUNITY CORRECTIONS
LOCATION: SOUTHERN SONOMA COUNTY
SUMMARY: Part of California’s 2012 Budget Act included “Grants for City Police Departments.” The stated reasons for these grants intended for Municipal Police Agencies was due to “current economic conditions having resulted in budget reductions for city police departments.” The allocation formula for these grants was developed by the Board of State and Community Corrections (BSCC) in consultation with the Department of Finance. The BSCC also received input from the California Police Chiefs Association. In FY 2012/2013, Municipal Police agencies in Sonoma County received $171,126. Additionally, one city from each county was identified as the fiscal agent for these funds. The City of Santa Rosa is Sonoma County’s fiscal agent.
The Police Chiefs from Sonoma County have agreed to utilize the funding in the following manner:
• This funding will be used regionally for the benefit of the entire county versus each municipality receiving a portion of the funds.
• The focus of the funds will be used to address gaps in the Criminal Justice System and to help ensure a safe community.
• The persons who will be the focus of the law enforcement operations should fall into one of the following categories:
1. Persons on Felony Probation determined to be a high risk to re-offend,
2. Habitual felony offenders determined to be a high risk to reoffend with outstanding warrants,
3. Persons on Post Release Community Supervision (PRCS) with outstanding warrants, and,
4. Persons identified as high risk sentenced per 1170(h), without a split sentence, after they have been directly released from custody to the community or high risk persons sentenced per 1170(h) with a brief split sentence, following their completion of Mandatory Supervision.
The Sonoma County Probation Department will be conducting risk assessments to establish the list of individuals subject to operations involving the use of these funds.
Multi-Agency collaborative operations will occur on an ongoing basis throughout Sonoma County. On Thursday, the second operation using BSCC funds was conducted. This operation was geared toward conducting searches on habitual felony offenders and those on Post Release Community Supervision. 28 officers from Cotati, Petaluma, Santa Rosa, Sebastopol, Sonoma, Rohnert Park, Windsor, and Sonoma County Probation took part in the operation. Officers conducted 37 searches out of 55 attempts at residences. 10 suspects were arrested and 1 case was filed by complaint. 5 weapons were recovered, that included; knives, Billy clubs and brass knuckles.
The following persons were arrested and booked into the Sonoma County Jail as a result of this operation:
