  1. Picture It! A 100-unit apartment complex at the Rancho Bernardo Transit Station’s south parking lot. An island unto itself, the complex would be six stories, built on 1 acre. It would not be located in a walkable area. It would be located in a high-traffic, high-accident area. A car would be necessary to run errands and access the local shopping centers. The project only requires ministerial (staff) approval by the City of San Diego’s Development Services Department.   2. Is there $$$ with your name on it? Are you on the refund list? Better check it out now! San Diego County has more than $713,000 in unclaimed refunds. The refunds range from $10 to nearly $37,000. They come from overpaid county taxes, deposits, premiums, services or fees. Claim your refund before it must go into the County's general fund.   3. Spooky Fun in RB — A carnival in the RB Community Park, a spooky house in Westwood. These are some of the free events planned for Halloween. The RB Community Council presents its Halloween Carnival in the RB Community Park. The fun event includes a parade, a costume contest, carnival games, a petting zoo, lots of candy and more. Loveless Manor Haunted House in Westwood is sure to give you a fright. Reservations are highly suggested; walk-ups are welcome but wait times are not guaranteed.
