Flags Flown at Half-Staff in Honor of Randy Royce

San Carlos City Hall flags were lowered to half-staff this week as the city mourns the loss of a former mayor who one city official summed up as one of the most unflappable, compassionate, smart and happy men you could meet.

Randy Royce died Tuesday after a long battle with cancer.

Royce was elected to the City Council in 2007 and served one term from 2007 through December 2011.  During his tenure on the City Council, he served as vice mayor and mayor.

A public memorial service for Royce will take place at the Hiller Aviation Museum. Details of the event are forthcoming.
