Pilot Program Should Make for Some Happy Dogs
Starting this week, San Carlos dogs will be allowed to frolic off-leash at Burton and Highlands parks during certain hours.
A pilot program that allows off leash dogs at restricted areas in two San Carlos parks is in effect through August. Last year, a similar project was successful and is being continued with the proviso that the Parks & Recreation director, or designee, is able to modify, suspend or terminate the off-leash program if necessary.
The desingated areas are Burton Park Flanagan Field (east side) and Highlands Park Stadium Field (north end).

- Monday through Friday: 8:00 AM – 12 noon and 6:30 PM (or when the baseball game ends) until dark.
- Saturday: NO DOGS. Baseball games are in full swing.
- Sunday: 6:30 PM (or when the baseball games at Flanagan end) until dark.
June 14 – August 26 (Start of school):
- Monday through Friday: 6:30 PM (or when the baseball game ends) until dark.
- Saturday: NO DOGS. Baseball games are in full swing.
- Sunday: 6:30 PM (or when the baseball game ends) until dark.
City officials say they expect a continued level of oversight from the dog owners group as was provided throughout the original pilot program and will work cooperatively with dog owners and other key stakeholders to ensure the success of the program.
The off-leash program at both Highlands and Burton parks will be closely scrutinized to ensure they are in compliance with the terms and conditions as set forth by the Parks & Recreation Department. The off-leash program will be added as a standing item to the Parks & Recreation Commission agenda to provide a status report on the program.
