Dublin San Ramon Services District Elects 2017 Officers

The five-member board includes Richard Halket as president and Georgean Vonheeder-Leopold as vice president.

From Dublin San Ramon Services District: The Dublin San Ramon Services District (DSRSD) Board of Directors has elected Richard Halket as president and Georgean Vonheeder-Leopold as vice president for 2017. The positions rotate annually, per District policy. The five-member board also includes Directors D.L. (Pat) Howard, Edward Duarte, and Madelyne (Maddi) Misheloff.

2017 Committee and JPA Assignments
At its January 3 meeting, the DSRSD Board approved 2017 assignments to its three standing committees. The committees meet only when needed to develop policy-level guidance on matters referred by the board.

  • Directors Howard and Duarte will serve on the Water Resources Committee, which handles matters related to the District’s water, recycled water, and wastewater services, including water resource planning.
  • President Halket and Director Misheloff will serve on the Finance and Personnel Committee, which handles matters relating to audits, budgets, rate-setting, risk management, financial acquisitions, debt management, labor relations, benefits, and performance management.
  • President Halket and Vice President Vonheeder-Leopold will serve on the External Affairs Committee, which handles matters related to communication with customers and agency partners, legislation, regulations, and transparency.

The DSRSD board also approved delegates to the boards of two joint powers authorities (JPAs).

  • Vice President Vonheeder-Leopold and Director Howard will serve on the board of the DSRSD-EBMUD Recycled Water Authority (DERWA) JPA, which oversees production and distribution of recycled water for commercial irrigation through the San Ramon Valley Recycled Water Program.
  • Directors Duarte and Misheloff will serve on the board of the Livermore-Amador Valley Water Management Agency (LAVWMA) JPA, which is comprised of DSRSD and the cities of Livermore and Pleasanton. LAVWMA pipelines convey treated wastewater from the member agencies’ treatment plants to a deep-water outfall in the San Francisco Bay.
