Arrest Made in 1984 Fairfield Kidnapping, Murder: Police

FAIRFIELD - The Solano County District Attorney’s Office has charged a former Fairfield resident with the 1984 kidnapping and subsequent murder of a 3-year-old child.

On Monday, charges of 1st degree murder with special circumstances and kidnapping for ransom were brought against 55-year-old Michael Anthony Blas Fejarang according to Fairfield Police.

Fejarang is accused of abducting 3-year-old Clark Toshiro Handa from his bedroom at his home on Magellan Road (now Auto Mall Parkway) sometime during the evening of August 22, 1984.

At the time of the crime, police say Fejarang was a 23-year-old Fairfield resident and a family friend of the Handa’s.

According to authorities, a ransom note demanding money for the boy's safe return was discovered. However, police say, the boy's family received no further communication from the kidnappers.

The boy never returned home.

Fairfield Police say in 2011, the Department’s Cold Case Unit, with the assistance of the FBI, reexamined the case.

Over the course of the next five years, detectives say they obtained evidence that led to the identification of Fejarang as the individual responsible for the abduction and subsequent homicide of the boy.

Police say Fejarang is currently serving a 26-year prison sentence related to separate child molestation cases from Solano County in 1981, 2001, and 2002, and is currently housed at Valley State Prison in Chowchilla.

The Solano County District Attorney’s Office has indicated it will work with the California Department of Corrections and Rehabilitation to transfer Fejarang to Solano County for trial.

Police say since the case remains an active investigation, no further information will be released at this time.
