Manhunt Underway For Escaped Inmate
He has convictions for robbery, grand theft and weapons.

NORTH BAY, CA — Law enforcement officials were looking for an inmate who escaped Monday from Delta Fire Conservation Camp, a minimum-security California California state prison in Solano County, the California Department of Corrections and Rehabilitation said.
James Xiong, 36, was last seen at 7 a.m. May 13 during breakfast. When Xiong failed to report for work at 9 a.m., camp staff immediately searched the camp buildings and grounds.
CDCR’s Office of Correctional Safety, CAL FIRE, and local law enforcement agencies were been notified and are assisting in the search.

Xiong is 5 feet 9 inches tall and weighs 150 pounds. He has brown eyes and black hair, and was last seen wearing a gray sweatshirt and gray pants.
Xiong was first incarcerated with the state in March 2015 on a six-year sentence for first-degree robbery and a three-year concurrent sentence for vehicle theft with a prior felony violation.

He was released on parole in November 2019 but was re-incarcerated in September 2022 on a new six-year sentence from Nevada County for grand theft exceeding $950, a second-strike offense. Additionally, Xiong was sentenced by Kings County in August 2023 to one year and four months for being a felon in possession of a firearm, a second-strike offense.
Anyone who sees Xiong or knows of his whereabouts is asked to contact the Delta Conservation Camp Commander at 707-425-4878, call any other law enforcement agency, or dial 911.
Delta Conservation Camp is one of 35 fire camps in 25 counties across California. The camps are jointly managed by CDCR, Cal Fire and the Los Angeles County Fire Department. All camps are minimum-security facilities and staffed with correctional staff.
Since 1977, 99 percent of escapees from any state prison facility have been apprehended, according to CDCR.
