- It's that time of year again for the Lower CT River Valley Council of Governments (RiverCog) Spring 2022 Community Compost Bin and Rain Barrel Sale. - Connecticut lawmakers imposed a moratorium on new nuclear facilities in 1979, when four operating nuclear reactors were providing power to the state. Only two of those reactors remain operational today, both at Millstone. A new bill would lift the moratorium at existing nuclear facilities and allow the state’s first new reactors in decades to be built at Millstone. (CT Insider)
