The Documents state when Noia entered the establishment, he saw it was under construction and informed Yang there was no approved plan on file with the Milford Health Department, and no construction should be taking place.
A Plan review application was submitted on Nov. 9, 2021, but it was denied on Nov. 21, 2021, due to incomplete information.
The following day Noia posted a cease-and-desist order at the property and mailed a cease-and-desist to the property owner.
The Documents state Noia met with Yang at the Milford Health Department, and it was reiterated to Yang that as the Milford Health Department has not issued approval for a plan review for this establishment, there shall be no construction taking place until the Milford Health Department issues a plan review.
According to the documents, Yang was instructed to submit a new complete plan review application to the Milford Health Department as the previous application has expired.
