A Council Decision Allows 14 Hours to Vote on Honeywell

A state statute requires requests petitioned to referendum to be voted on from noon to 8 p.m., unless a town governing body decides to start voting earlier — which the council did, making it 6 a.m. to 8 p.m.

Town Council members unanimously voted to hold the vote on the $3.8 million Honeywell bonding from 6 a.m. to 8 p.m. on Tuesday, coinciding with the budget referendum.

The vote took place because Town Councilman Nick Kapoor had noticed that Section 7-7 of the Connecticut General Statutes requires voting on an appropriation petitioned to a referendum to be from noon to 8 p.m., unless a town governing body decides to start voting earlier, which the Monroe Town Council did on Monday night.

Voting is being held at regular polling places today and there will be two ballot questions, one for the $80.3 million budget proposal and another for the Honeywell bonding.

The firm Honeywell says it can manage several projects to upgrade energy efficiency at the town's public schools and that it can all be paid for through $655,417 in reimbursement funds from a CL&P program and the savings on utility bills. The bonding would be paid off in 10 years.
