NORWALK, CT — Norwalk recently made eligibility changes to its garbage and recycling program that will go into effect July 1, details of which were shared this week to social media by the city.
In a Facebook post Tuesday, city officials said the "overwhelming majority of folks who have received garbage or recycling in the past will continue to receive it."
Brand new 65-gallon black and red waste carts, along with a pamphlet outlining Norwalk's new garbage collection eligibility, have been delivered to eligible households, city official said.

City officials said the costs of waste and recycling collection in Norwalk "have increased substantially over the past few years," and the expiration of a previous collection contract and "changes within the solid waste and recycling industry" required a re-evaluation of the city's collection services.
"To address the increasing costs of solid waste disposal in the Northeast and a significant cost shift in the global recycling markets, the city adopted a new ordinance to make this service as cost-efficient and affordable as possible for residents," city officials said on Facebook.
The city also posted a video further detailing the changes to its garbage and recycling collection, which can be viewed here.
Anyone who believes they are eligible for curbside solid waste collection but has not received their cart by June 26 is asked to contact Norwalk Customer Service by phone at (203) 854-3200 or via email at CustomerService@norwalkct.gov.
Customer Service is also located on the first floor of City Hall for in-person inquiries.
Norwalk officials also noted residents' old garbage bins can still be used for the city's yard waste collection. They can also be taken to be recycled at the Norwalk Transfer Station, located at 61 Crescent Street in Norwalk.
Residents can also get rid of their old waste carts through the city's bulky waste pick up collection program. This program is free of charge, and the dates for each neighborhood's collection will be posted this summer on the city's website, officials said.
