According to Podgorski, the bullet penetrated the window, entered the apartment and was found approximately 10 inches above a bed.

After interviewing witnesses, examining evidence and reviewing surveillance footage, detectives identified Anthony Palacios, 20, of Norwalk, as one of the suspects in the shooting, Podgorski said.

Detectives applied for and were granted an arrest warrant for Palacios, as well as a search warrant for his residence. He was arrested Wednesday, Podgorski said.

Palacios was charged with criminal possession of a firearm, first-degree reckless endangerment, second-degree criminal mischief, violation of a protective order and illegal discharge of a firearm.

His bond was set at $150,000 and he is scheduled to appear in court later this month, according to Podgorski.
