Norwalk Man Who Asked Child If They Wanted Candy Arrested: Police
Police said a man was arrested after he entered a private property in Norwalk and asked a child if they wanted candy or to listen to music.

NORWALK, CT — A city man accused of entering a private property in Norwalk and asking a child if they wanted candy or to listen to music was arrested Thursday morning, according to police.
In a news release, Police Sgt. Ryan Evarts said the department received a report of a suspicious person in the area of Woodward Avenue around 9:30 a.m.
When officers arrived, they were told a man had just entered a private property and asked a child if they wanted candy, Evarts said.

The man also asked the child if they wanted to listen to music, Evarts said.
When the child declined, the man continued to stand on the property and watched the child go inside the home, according to Evarts.

After checking the area based on a provided description, officers located Richard Fagan, 29, of Norwalk, and arrested him.
Fagan was charged with third-degree criminal trespass and second-degree breach of peace.
His bond was set at $10,000 and he is scheduled to appear in court later this month, according to Evarts.
