Brian Ellsworth Whitlock, 29, of Whittier Lane, is charged with third-degree assault, two counts of interfering with an emergency call and a single count of third-degree strangulation.
Police said Whitlock was arrested by warrant from a domestic incident earlier this year in which a woman had redness on her neck. Ellsworth also hit her and spit at her, police said.
