Joshua Christopher Casey, 29, of High Street, is charged with three counts of carrying a dangerous weapon and illegal possession of heroin.
Police said Casey was stopped at Division Avenue and High Street where officers found a spring-release knife and a small amount of heroin.
His bond was set at $1,000 for an appearance in Derby Superior Court.
