TOLLAND, CT — No, Tolland residents were not seeing things Wednesday. The snowplows were actually out on the roads.
So ... what gives?
It was Department of Public Works training.

"Our DPW staff are training new plow drivers for the impending winter," Tolland Town Manager Brian Foley said.
