Ethics Chairman: Independent Counsel Needed for Complaint

The details of a recently filed ethics complaint remain elusive, but it appears to involve Al and John Barbarotta of AFB Construction, which is working on the Trumbull High School renovations.

Ethics Commission Chairman Tom Lee said he could not discuss the matter. And it could be dismissed before any information is revealed.

But the Barbarotta brothers, numerous lawyers and School Plant Manager Steve Kennedy attended a recent meeting of the Ethics Commission, which was held primarily in closed session. The commission interviewed them throughout the night until about 11 p.m.

Some other members of the Ethics Commission recused themselves before Tuesday's meeting: Eric Gross, Amy Todisco, James Stapleton and Martin McCann, all attorneys.

The counsel will cost about $5,000, which the commission was given.

"We certainly want them to be able to do what they need," said Board of Finance Chairwoman Elaine Hammers.

The last ethics complaint in Trumbull was filed several years ago and Hammers said usually the Ethics Commission does not normally seek extra funding.

 AFB has contracts with school districts throughout the state and is suing First Selectman Tim Herbst for allegedly interfering with a contract they were trying to land in Trumbull.

The firm also accuses of Herbst trying to "get" the company and claims Herbst is attacking over snow removal costs accrued between 2011 and 2013.

Outgoing Schools Supt. Ralph Iassogna, who retires June 30, has taken full responsibility for snow removal issues, including failing to follow bid procedures in hiring crews to remove snow shortly after several big storms that closed schools.

For example, a snow storm dumped three feet on the town this past winter.
