Trumbull Arrestee Criticizes Police Chief
Virginia Silano of Trumbull has been arrested numerous times and has been cleared in court twice.

Trumbull resident Virginia Silano, free on a promise to appear in court after she was accused of filing a false report, has taken issue with the Police Department and Police Chief Thomas Kiely.
Police did not immediately comment Tuesday afternoon.
Silano, who has numerous lawsuits pending against the department, said in a recent letter that Kiely has not properly supervised some of his officers who handled past incidents that she reported.

Referring to a Feb. 19 report of threatening (with no immediate arrest), Silano said, "I would like to express to you my dissatisfaction and disappointment in the conduct of your department and what is obviously your failure to supervise your officers."
She alleges police have not been helpful in a neighbor dispute in which she is involved, similar to complaints she has made in her lawsuits.

She added in the letter that police have not acted on incidents she reported in which she claims she was injured by a car or spied on.
"It is important that I convey to you, that this problem is escalating and regard for human life is deteriorating," she said.
"Therefore, while I respectfully submit myself to your department’s authority and jurisdiction, despite the fact that I am an innocent victim, I have refused to pay any bond because I believe I am safer at York Correctional than I am in our Town, on our streets, and under the authority and jurisdiction of your department," Silano said.
"I have instituted many civil claims against your department, which I hated to do. I love my town, and continue to have respect for some of its officers; however, if you are not going to supervise your officers as appointed by your station, if you are going to stand idly by while laws are broken, especially without a full and impartial investigation into all parties involved, then I have to institute change with the only means available to me, the Courts," according to Silano.
