Police Arrest Waterford Man on Narcotics Charges
A narcotics enforcement operation resulted in the arrest of four people total and the seizure of uncut heroin, police said.
On Friday, April 15, at approximately 1:56 p.m., narcotics officers with the New London Police Department and members of the Connecticut State Police Statewide Narcotics Task Force-East conducted a narcotics enforcement operation in New London.
The operation resulted in the arrest of four people.
Luis Quiles, 24, of 182 Montauk Ave. #1, New London, was arrested on the following charges:

- Possession of Narcotics (2 counts)
- Possession of Narcotics With Intent to Sell
- Possession of Drug Paraphernalia
- Seizure: 59.3 Grams of Heroin: 129 individually packaged for street level sale (49.2 Grams) and 1 large bag of uncut Heroin (10.1 Grams)
Kacey Byington, 22, of 18 Greenview Rd., Groton, was arrested on the following charges:
- Possession Of Narcotics
- Criminal Attempt to Possess Narcotics
- Possession of Drug Paraphernalia
- Interfering with police
- Seizure: 0.5 Grams of Heroin; $41 in U.S. currency
Paul Concordia, 21, of 10 Beacon Hill Drive, Waterford, was arrested on the following charge:

- Criminal Attempt to Possess Narcotics
Troy Linsley, 43, of 600 Meridian St., #417, Groton, was arrested on the folliowing charge:
- Criminal Attempt to Possess Narcotics
- Seizure: $105 in U.S. currency
