Westport Makes Decision On New Police Chief

Current Police Chief Foti Koskinas is stepping down to become the police chief in Easton.

WESTPORT, CT — Westport Deputy Police Chief David Farrell has been appointed the town’s next police chief, effective May 23, First Selectwoman Jennifer Tooker announced Tuesday.

Farrell will succeed Chief Foti Koskinas, who is stepping down after nearly three decades with the department to become the Police Chief in Easton.

Tooker called Farrell "the clear and natural choice" for the role, citing his experience and community ties. "This is a promising time for our Police Department, and Dave is the right person to guide us into the future," she said in a statement.

Farrell joined the Westport Police Department in 2001 as a patrol officer. He rose through the ranks, becoming sergeant in 2009, lieutenant in 2012, and later captain. He was named deputy chief in 2021, a role in which he managed several divisions and oversaw departmental budgets, including those for emergency services and animal control.

Additionally, Farrell also serves as the town’s Director of Emergency Medical Services and Director of Railroad Operations.

His previous assignments include public information officer, hostage negotiator, and member of the Crisis Intervention Team. He has been active in department labor organizations and has participated in charitable initiatives such as the Special Olympics Torch Run.

Over the course of his career, Farrell has received numerous awards, including a Lifesaving Award, Chief’s Commendation, and a leadership pin for his role during the COVID-19 pandemic. He was also recognized for his assistance in Newtown, following the 2012 Sandy Hook shooting.

Farrell holds a bachelor’s degree in psychology from the University of Connecticut, and lives in Fairfield with his wife, Alison, and two daughters, Olivia and Jocelyn.

"I’m truly honored to step into this role," Farrell said in a statement. "I’m thankful for the chance to serve as Chief and excited to work with our officers and the Westport community. This town is something special — we’re all about community, looking out for one another, and keeping each other safe. That’s what makes Westport strong, and that’s the kind of spirit I’ll bring to everything we do at the police department."

Town officials said additional organizational announcements are expected in the coming weeks.
