July 7 Edward Rosado, 22, of 686 Windsor Avenue in Windsor, was charged with second-degree failure to appear; 3:55 a.m. Alberto Rivera, 45, of 235 Matianuck Avenue in Windsor, was charged with breach of peace; and risking injury or impairing the morals of children; 8:43 p.m. July 10 Jason Prather, 34, of 39 Arrowbrook in Windsor, was charged with threatening; 12:09 a.m.
