5) Officials voted last week to restrict people or instructors from operating private businesses on city property without a license. To get a one, "We have to look at how many programs we’re operating, if we feel like there’s a need ..." said Vince Gizzi, parks director. Officials were wary of the subjective nature of the process. "I think this goes too far," said commissioner David Carson, the only dissenting vote. "The market decides when we need something." A city tennis instructor explained that taxpayers get held liable for injuries and damages incurred when unlisenced individuals use city facilities. "I don’t think that’s fair, because I give money back to the city," he said.
