Man, 29, Exposed Himself At Bus Stop: Deputies

A registered sex offender from Madeira Beach faces new charges after an incident at a bus stop involving a 12-year-old boy.

MADEIRA BEACH, FL — A 29-year-old Madeira Beach man faces criminal charges after Pinellas County deputies say he exposed himself to a 12-year-old boy near a bus stop last Thursday.

According to the agency, the incident occurred around 7:30 a.m. March 23 at a bus stop in an undisclosed location within Madeira Beach. Deputies say Justin R. Duggan “exposed himself and performed a sexual act in front of a child waiting at a school bus stop.”

An investigation into the incident revealed the boy was waiting for his bus when he saw a man sitting on a park bench across the street from him, a Monday email from the sheriff's office said. The man “had his pants down around his ankles."

After seeing what the man was allegedly doing, deputies say the boy contacted a family member and the man fled the scene. Detectives identified Duggan as the suspect through the use of a computer generated composite sketch and “various investigative techniques,” the email added.

Duggan was interviewed at the sheriff’s office’s Largo headquarters on March 27. The agency said he “admitted to the allegations.”

Duggan is a registered sex offender. He was adjudicated as an offender in 2015 following an offense in Oklahoma, the agency’s email said.

Duggan was booked into the Pinellas County Jail on Monday. No further information is available at this time, but the sheriff's office said the investigation remains active.
