Here are the top five stories today in Tampa:

1. Tampa-area transit organization HART is proposing two new circulator bus routes that will cover around three miles of downtown and three miles in the university area. HART also plans to adjust other routes. If the proposals are approved, they will be implemented in February 2023. (Fox 13)

2. A coalition of activists confronting rising rent prices will rally in front of Tampa City Hall on Thursday, August 4 at 8:45 a.m. in support of the city implementing a housing state of emergency. Activists want Tampa Mayor Jane Castor to implement funding in her budget for rental and move-in assistance. (Creative Loafing Tampa)

3. According to the NFL, the Miami Dolphins violated the NFL's Anti-Tampering Policy three different times by having "impermissible communications" with Tampa Bay Buccaneers quarterback Tom Brady and New Orleans Saints head coach Sean Payton. As a penalty, the NFL has pushed back the draft picks for the Dolphins. (WFLA)

4. Rabbi Jason Rosenberg of Congregation Beth Am in Tampa is suing the state of Florida to block implementation of House Bill 5, the state's latest push against abortion rights. Rosenberg is one of seven faith leaders seeking to block the law that they call controversial. (WFLA)

5. To make room for a new player, José Siri acquired from the Houston Astros, the Tampa Bay Rays have designated Brett Phillips for assignment, the team said. As of Tuesday evening, Phillips hasn't released a public comment about his new status. (Tampa Patch)
