Man Wearing Handcuffs Turns Himself In: Deputies Say

Breaking: A man arrested in Tampa Tuesday night took off with handcuffs still on, Hillsborough deputies say. He turned himself in Wednesday.

TAMPA, FL β€” The Hillsborough County Sheriff’s Office has announced the arrest of a man its deputies say slipped away from custody with handcuffs still on after a Tuesday night traffic stop.

According to the agency, Jesus Manuel Angulo-Ocacio, 22, turned himself into deputies at the District One headquarters, 14102 N. 20th St., around 6:50 p.m. Wednesday. Angulo-Ocacio was still wearing handcuffs, the agency noted in an email to media.

The case against Angulo-Ocacio began to develop just before midnight Tuesday when deputies conducted a stop on a Honda SUV in the area of Fowler Avenue and 22nd Street just before midnight Tuesday. The driver, deputies say, had committed a traffic violation.

As deputies approached the vehicle, they noticed marijuana inside. Both of the SUV’s occupants were handcuffed outside the Honda after that discovery.

During a search of the occupants, deputies found 20 baggies of heroin on the male driver and marijuana in the vehicle.

As deputies were interviewing the two people and searching the vehicle, the driver took off on foot with his handcuffs still on, the sheriff’s office said. Deputies and Tampa Police officers searched the area, but did not find the man. Passenger Michalle A. Medina-Hernandez, 18, was arrested early Wednesday morning on possession of marijuana with intent to sell charges.

Angulo-Ocacio now faces escape and possession of heroin charges. He was expected to be booked into the Hillsborough County Jail sometime on Wednesday night. Other charges may be filed as well, the email said.
