Flashing yellow arrows are the result of a national study conducted by the Federal Highway Administration, which concluded the new signal is a low-cost safety measure which can help prevent crashes and move more traffic through an intersection safer. It also provides a clear distinction between when motorists who are turning left are protected from oncoming traffic and when they must yield. The study concluded that drivers are less likely to make left-turn mistakes when guided by the flashing yellow arrows.
