Moye, who was going north on GA-400 at the time of the red light, was accused of "traveling at a speed that made it impossible for him to stop for the red traffic signal." His 2019 Ford F-150 hit Lamb's Rav4, killing her at the scene, authorities said.

Authorities arrested Moye and charged him on suspicion of first-degree homicide by vehicle, driving under the influence of drugs, possession of a controlled substance schedule II, reckless driving, two counts of cruelty to animals, failure to obey a traffic control device and failure to use seatbelts, the sheriff's office said. He is being held at the Forsyth County Jail without bond, authorities said.
