IX. AGENDA  
1. MAIN STREET (LILBURN) WATER MAIN BETTERMENT PROJECT – INTERGOVERNMENTAL AGREEMENT WITH GWINNETT COUNTY – CITY MANAGER  The water line system is being upgraded to include the upsizing of the existing 8” pipe to a 12” ductile iron water main. This is part of the Main Street realignment project. Gwinnett County is going to pay the City of Lilburn $38,235.75, the direct upsizing costs that are associated with approximately 1,833 linear feet of the 12” ductile iron water main. Staff requests the approval of the Intergovernmental Agreement for County Participation regarding the Main Street (Lilburn) Water main Betterment Project. Further, authorize Mayor or Mayor Pro Tem to execute intergovernmental agreement on behalf of the City of Lilburn.  Attachments: Memorandum – Department of Water Resources  Intergovernmental Agreement for County Participation   
2. LILBURN MAIN STREET REALIGNMENT PROJECT – UTILITY RELOCATION AGREEMENT(S)/GEORGIA POWER – CITY MANAGER  Utilities are being relocated by Georgia Power and it requires a Utility Relocation Agreement. There are two separate agreements that need to be approved in the amount(s) of $109,759 and $22,081. Staff requests the approval of the Utility Relocation Agreements for the Lilburn Main Street Realignment Project. Further, authorize the Mayor to execute the relocation agreement9s) on behalf of the City of Lilburn.  Attachments: Memorandum – Georgia Power  Utility Relocation Agreement(s)  
3. COMPREHENSIVE PLAN AMENDMENT – FIVE YEAR SHORT TERM WORK PROGRAM UPDATE – DIRECTOR OF PLANNING & ECONOMIC DEVELOPMENT  The City of Lilburn 2030 Comprehensive Plan was adopted by Resolution #342-09 on February 9th, 2009. The planning efforts performed during the Highway 29 Boulevard of Opportunity Corridor Study met the public input requirements of an amendment to the Short Term Work Program according to the Georgia Department of ity Council Agenda 7:30 p.m. December 9th, 2013City of Lilburn Page 2 Printed on 12/06/13Community Affairs (DCA). On October 14th, 2013, Resolution #2013-02 was approved to transmit the Five Year Short Term Work Program to the Atlanta Regional Commission and DCA.  The Atlanta Regional Commission completed its review and the Georgia Department of Community Affairs has determined it meets the State’s Minimum Standards. Staff recommends a motion to approve Resolution #2013-04 amending the City of Lilburn 2030 Comprehensive Plan.  Attachments: Five Year Short Term Work Program  Approval Letter from ARC  Resolution #2013-04  
4. HOLD HARMLESS AGREEMENT – 93 MAIN STREET – DIRECTOR OF PLANNING & ECONOMIC DEVELOPMENT  Resident Hugh Wilkerson received a building permit allowing the construction of a structure on City of Lilburn Right-of-Way at 93 Main Street. The hold harmless agreement allows for installation subject to certain requirements. Staff recommends a motion to enter into the agreement with Hugh Wilkerson – 98 Main Street.  Attachments: Agreement – 93 Main Street
