Monroe Woman Receives Citizen Commendation by Morgan County Sheriff's Office

Crystal W. Alvarez, of Monroe, was honored by the Morgan County Sheriff's Office Tuesday for providing information that led to the arrest and conviction of a serial child molester.

In January of 2011, Monroe resident Crystal W. Alvarez approached law enforcement officials with information that ultimately led to the arrest of Horace Guinn, Jr. of 1171 Guinn Road, Madison, Georgia, on multiple counts of child molestation, sexual exploitation of children and invasion of privacy.

On January 30, 2013, Mr. Guinn entered into a negotiated plea and was sentenced to a total of 40 years with the first 20 years to be served in confinement and the remainder to be served on probation.

If it wasn’t for the courageous efforts of Crystal W. Alvarez, Horace Guinn, Jr. would probably have escalated his deviate behavior exponentially.

Consequently, we issued a MCSO Citizens Commendation to her for doing the right thing, for the right reason at the right time.
