Child, 10, Captures Abuse At Unlicensed Daycare On Camera: Court Docs

A sex offender at the Crystal Lake home daycare run by his grandma may have helped care for children, according to court documents.

CRYSTAL LAKE, IL — A woman accused of strangling an infant and fracturing his rib at her unlicensed daycare in Crystal Lake has been ordered detained as court hearings move forward in the battery case. Court documents also allege that a registered sex offender was at the home where she unlawfully operated the daycare.

Ann Migliorato, 61, was caring for several young children at her daycare in the 1400 block of Woodscreek Circle in Crystal Lake when the incident was captured on camera by a 10-year-old child. The video was played during a detention hearing in McHenry County Circuit Court on Saturday before Migliorato was denied pre-trial release.

In the video, Migliorato appeared to put the child in a "chokehold" while changing his diaper and is accused of putting "significant pressure" on the neck of the infant, according to court documents provided to Patch.

A doctor who examined the infant concluded he had fractured ribs, and the ribs could have been fractured at serrate times, according to court documents.

Migliorata previously held a license to operate the daycare, but that license has since been revoked. Her grandson, who is a registered sex offender, was also in the home where Migliorato operated the illegal daycare, according to the court documents.

The grandson has picked up children from school and cared for them at the daycare in the past even though Migliorato "signed an order" stating the grandson would have no contact with any minors and would not be responsible for taking care of them, according to the court document.

Migliorato has been charged with two counts of aggravated battery to a child under 13 years old, aggravated battery - strangle and unlawful operation of a child care center.

During the detention hearing on Saturday, court officials surmised pretrial supervision and GPS monitoring for Migliorato since she was running the illegal daycare out of her home.

"This incident occurred in a childcare facility and other young children were present, and would be vulnerable to danger," according to court documents.

This past week, police said they could not comment further regarding the case or the extent of injuries to the infant. They also could not provide information into the "active investigation" on whether they think other children had been injured or how many children were in Migliorato's care.

An investigation into the incident is ongoing.
