Reckless Driver On Drugs Resists Arrest: Lake County Sheriff's Blotter

LAKE COUNTY, IL — The following information comes from the Lake County Sheriff's Office and court records as a record of police activity, including incidents reported by the public and those arrested by police. ARRESTS

AGGRAVATED SPEEDING

• Frank Avona, 57, of the 1300 block of Stratford Drive, Gurnee, is accused of aggravated speeding (88 mph in a 59 mph zone), and was arrested Nov. 11 at routes 41 and 173, Wadsworth. He was released following his arrest.
• Lazaro Gonzalez, 24, of the 40300 block of Delany Road, Wadsworth, is accused of aggravated speeding (101 mph in a 50 mph zone), and was arrested Nov. 11 at Route 173 and Woodford Drive, Wadsworth. He was released following his arrest.

CRIMINAL DAMAGE TO STATE SUPPORTED PROPERTY

Christian Rosalio, 22, of the 100 block of Prairie Street, Mundelein, is accused of criminal damage to state supported property, and was arrested Nov. 12 at the Lake County Jail. He was being held there on other charges.

DRIVING UNDER THE INFLUENCE

• Alyssa B. Rogel, 27, of the 36600 block of N. Adelphi Avenue, unincorporated Waukegan, is accused of driving under the influence of alcohol, aggravated speeding (70 mph in a 40 mph zone), open transportation of alcohol, obstructing a peace officer, and was arrested Nov. 12 in the 39100 block of N. Sheridan Road, Beach Park. She was released and assigned a court date of Nov. 12.
• Octavio Mancilla, 42, of Genoa City, Wisconsin, is accused of DUI alcohol, open transportation of alcohol, and was arrested Nov. 14 at Route 12 and Volo Village Road, Volo. He was released and assigned a court date of Dec. 10.
• Andrew Smith, 29, of the 3000 block of Sunset Avenue, Waukegan, is accused of DUI drugs, improper transportation of cannabis, and was arrested Nov. 15 at Route 176 and St. Marys Road, Green Oaks. He was released and assigned a court date of Jan. 14, 2026.
• Josue Castellanos, 20, of the 2500 block of N. Linden Avenue, Waukegan, is accused of DUI alcohol, leaving the scene of a crash, no insurance, and was arrested Nov. 15 in the 37600 block of W. North Avenue, Beach Park. He was released and was assigned a court date of Dec. 17.
• Jordy Santiago Pinacho, 24, of the 2300 block of Shawnee Road, Waukegan, is accused of DUI drugs, no insurance, and was arrested Nov. 15 at Grand Avenue and Granada Boulevard, Lindenhurst. He was released and assigned a court date of Dec. 17.
• Joseph Lara, 31, of the 3800 block of Ashington Way, Rockford, is accused of DUI alcohol, open transportation of alcohol, suspended registration, and was arrested Nov. 16 at Route 120 and Lake Street, Grayslake. He was released and assigned a court date of Dec. 31.

DRIVING WHILE LICENSE REVOKED

Francisco M. Godines, 40, of the 1500 block of Sunset Drive, Round Lake, is accused of felony driving while license revoked (fourth offense), and was arrested Nov. 12 at Route 120 and Wilson Road, unincorporated Round Lake. He was released and assigned a court date of Dec. 3.

BURGLARY

Robert Kozlov, 36, of the 38000 block of Route 59, unincorporated Lake Villa, had a warrant for burglary, and was arrested Nov. 13 in the 700 block of Fieldale Lane, Grayslake. He was released and assigned a court date of Nov. 18.

UNLAWFUL POSSESSION OF CANNABIS

Marvion T. Haslett, 19, of the 1300 block of W. Crenshaw Street, Chicago, is accused of unlawful possession of cannabis, improper transportation of cannabis, and was arrested Nov. 15 in the 13100 block of W. Yorkshire Lane, Beach Park. He was released and assigned a court date of Dec. 10.

FLEEING TO ELUDE

Lisa M. Bella, 42, of Kenosha, Wisconsin, is accused of aggravated fleeing to elude, DUI drugs, reckless driving, aggravated speeding (85 mph in a 40 mph zone), resisting arrest, no insurance, and was arrested Nov. 15 in the 2200 block of N. Sheridan Road, Waukegan. She was released and assigned a court date of Dec. 11.
