Justin J. Lownes, 32, Kelley, was charged with failure to prove security against liability, driving under suspension, possession of drug paraphernalia and possession of a controlled substance at 4:38 a.m.

Jacob T. Haugland, 19, Steinbeck Street, was charged with public intoxication and interference with official acts at 11:36 p.m.
Christopher L. Johnson, 34, Washington Ave., was charged with public intoxication at 10:40 p.m.
Severiano M. Morin, 27, Jefferson, was charged with failure to appear-non felony at 8:05 p.m.
Cary A. Popillion, 26, Boone, was charged with harassment by communication at 8:15 p.m.
David M. Saylor, 32, Wilson Ave., was charged with public intoxication at 6:44 a.m.
Aug. 30
Jeremy D. Caplin, 22, Burnsville, MINN., was charged with public intoxication at 3:10 a.m.
Quinton B. Cook, 29, Kent Ave., was charged with simulated public intoxication, first offense at 3:02 a.m.
Ethan J. Radin, 22, Dubois, ID., was charged with public intoxication at 1:20 a.m.
