Eliezer Ramirez, 23, male, of 1513 S. Grand Ave., arrested at 11:50 p.m. at 919 S. 16th St., charged with consumption/intoxication third or subsequent offense.

Justin Matthew Mowery, 23, male, of 1219 Lincoln Way, arrested at 2:45 p.m. at the same location, charged with fifth-degree theft, driving while barred and driving under suspension.
