Report: Man Shot by Waterloo Police Had Recently Moved to Cedar Falls

A man who was shot while officers said he was threatening police with a knife has been identified.

The man who was shot by a Waterloo police officer this week had recently moved from Minnesota to Cedar Falls, the Iowa Department of Criminal Investigations said late Friday.

DCI officials identified the man as Richard Anderson, 39. Waterloo Police said he had been threatening officers with a knife when he was shot May 15 just after 1 a.m. near East Fourth Street and Sycamore Street in Waterloo.

Anderson was first taken to Allen Hospital in Waterloo before being transferred to University of Iowa Hospital and Clinics in Iowa City. He has remained at the hospital and has continued to receive treatment for his injuries, the DCI said today.

The Waterloo-Cedar Falls Courier reported that before being shot, Anderson reportedly said, "he wasn't going to be taken alive,” according to a police report.

Cedar Falls Police Chief Jeff Olson told the Courier that at about 1 a.m. Wednesday, a woman called police, worried about Anderson and saying he had made suicidal comments. When Cedar Falls police arrived at his room at Midway Studios on University Avenue, however, the room was empty and Waterloo police had already encountered Anderson downtown.

The officer who shot Anderson has been identified as Thomas Frien. He has been placed on administrative leave while the investigation is under way, which is standard procedure in officer-involved shootings.

The Iowa Division of Criminal Investigation began an investigation at the request of the Waterloo Police Department. The investigation is ongoing at this time. Decisions regarding criminal charges, if any, will be made once the investigation is concluded and reviewed.
