Police: Drunk Man Arrested Twice in Same Night for Stealing from Walmart

A Waterloo man faces theft charges after police said they arrested him twice in one night, both times for allegedly attempting to rob the same Walmart, at 525 Brandliynn Blvd. in Cedar Falls.

Cedar Falls Police said Mikael John Duggan, 18, committed the first offense around 7:30 p.m. April 8. Store employees told police they saw Duggan put items worth a total of $508.21 into two shopping carts and push them out of the store without attempting to pay. Duggan denied taking anything, according to police reports.

Police also said Duggan was unsteady on his feet, had watery, dilated eyes and seemed confused when store employees and officers attempted to speak with him. Police said he denied consuming alcohol or illegal drugs and refused to take a breathalyzer test.

He was charged with third-degree theft and public intoxication. At 11:05 p.m., officers released him from custody.

Just one hour later, police were called back to the same Walmart. This time, store employees said Duggan took an electronic device, worth $158.36, from the store without attempting to pay for it. Police said surveillance video showed Duggan pushing the merchandise in a cart out of the store. Duggan was found in the store, and police said he admitted to taking the merchandise and led police to his car, where he had left the stolen item.

He was arrested at 12:31 a.m. April 9 and charged with fifth-degree theft. He was also charged with criminal trespassing, since after his first arrest a few hours earlier he had been banned from Walmart.
