Council To Address CSX Intermodal Facility and Parke Crescent's Continued Operation
City Council will take up issues incluidng: a waiver for Parke Crescent Apartment, the location of the CSX Intermodal Facility, proposed improvements at Greenbelt Middle School and Springhill Lake Elementary.

Greenbelt City Council will hold a regular meeting Monday at 8 p.m. in the council room on the second floor of the .

A Resolution to Adopt the Maryland Municipal Public Works Officials’ Association (MMPWOA) Public Works Mutual Aid Agreement. The goal of the MMPWOA is to have all municipalities that have a Public Works Departments adopt and sign the agreement as part of their emergency management plan, according to City Council's agenda notes.
City staff has recommended the resolution be introduced for first reading Monday night.

Maryland National Capital Park and Planning Commission – Proposed Tax Rate Shift
CSX Intermodal Facility – City of Baltimore : Council approved sending a letter to the MDOT opposing the construction of the facility on the Beltsville site. Mayor Rawlings-Blake of the City of Baltimore is now urging MDOT and CSX Transportation to locate the rail intermodal facility in Baltimore, according to agenda notes.
Council will discuss the issue. No action is on its agenda, but council may determine to take action on Monday night, according to City Clerk Cindy Murray.

Waiver of Right to Appeal: ; Validation of Non-Conforming Use. The family that built the apartments is the same owner now, according to Celia Craze, Director of Planning and Community Development for Greenbelt. Craze explained that she wasn’t sure whether the owners were going to sell, or put improvements in, or were seeking new finance. But as a result of activity, the family found it doesn’t conform to the current zoning ordinance—and it became evident that there was not a use and occupancy permit, Craze said.
Patch was not able to reach Parke Crescent for comment before going to press.
The non-conformity deals with parking spaces and the number of two-bedroom units, along with other specifications, according to City Council's agenda notes and attachments to those notes.
“All it's doing is saying what's there now can continue to operate even though it doesn't conform to all the zoning elements,” Craze said. "It pretty much locks in time and place what is there now."
City staff has recommended that the city council waive its right to appeal Case No. ERR-220, which allows the Parke Crescent Apartments the opportunity to validate the legal operation of the apartment complex.
