Brown to Propose Universal Pre-Kindergarten

Lt. Gov. Anthony Brown is scheduled to announce the program on Tuesday.

Lt. Gov. Anthony Brown will announce a proposal on Tuesday to make pre-kindergarten available to all Maryland families by 2018.

The Baltimore Sun and The Washington Post reported the proposal ahead of its scheduled announcement. Both newspapers report it’s expected to cost $138 million to expand access to school for 4-year-olds.

The cost of the program would be funded largely with funds from casinos.

Last week Attorney General Doug Gansler, one of Brown’s rivals for the Democratic nomination for governor, also proposed expanding pre-kindergarten, but only for low-income families.

Del. Heather Mizeur (D-Montgomery County), who is also running for the nomination, has not yet released a proposal.
