Woman surrenders to police after 30 minute stand-off

A barricade situation that had part of Joppa Road in Towson closed during rush hour Tuesday has ended peacefully.
Elise Armacost, a police spokeswoman, said a woman barricaded herself in her home in the 1300 block of E. Joppa Road around 5:16 p.m.
Police closed down a portion of the main thoroughfare during the height of rush hour, diverting traffic through nearby Loch Raven Village.
